Well, "network monitoring" is a broad statement. Do you mean from a system security standpoint? Traffic? Load? Lots of pieces there. I'd suggest a tool like Nagios or Zabbix, which has a LOT of plugins for monitoring different network statistics, and frameworks that would let you write your own to suit you. And they'd also allow you to monitor things like CPU, RAM, disk, and other server-related items as well.
