Install of APPS to read Windows files
Are the APPS in Fedora for reading NTFS files, installed in default Fedora install ?

NTFS is a file system. The issue is not reading the files; the issue is reading the file system.
If you have NTFS3G installed, a Linux computer can access NTFSS partitions. Some distros include it out of the box; others require that it be installed.
