Where do you want to see the covers? I find that many players automatically load cover.jpg or even get covers from the Internet while playing. At least with Cantata, mpv and VLC this is the case.
Depending on which software you want to see them in, you might have to get gstreamer and gstreamer's extra codecs, because some players go through gstreamer for their thumbnailing.
I tried installing gstreamer extra but looking at the output from the cmd-line it isn't locatable.

Hmm. If I guess correctly, Deepin uses GNOME 3's Nautilus as file manager. Have you tried the file manager Preferences -> Search & Preview -> Thumbnails to verify that it's set to "All files" or "Files on this computer only" and that "Only for files smaller than..." is set to a size that would include your videos?
You could also try seeing if the permissions on ~/.cache/thumbnails are correct.
I'm not sure what Nautilus uses to create the thumbnails, I believe it's gstreamer. If I can navigate the Chinese, I will try to make a Deepin VM. The download's slow at the moment, so it will take a few days.
The front cover of music CD's, videos, and books are needed so I can see them.

To my knowledge, the codecs you mentioned, in and of themselves, don't provide this. There are individual music players that offer this feature for mp3's and possibly CD's, called a cover manager. I believe Amarok is one.

I ran echo $DESKTOP_SESSION and it returned "Deepin" so I don't think it's Gnome.
It looks like a combination of Gnome and a few other DE's with a Cairo dock.
Yeah, I tried the file mgr.
'Preferences' does not exist in the file mgr at all and only basic choices are given.
This is all I have to work with:

New folder, New Document, Select All, Properties, Open in terminal, Open as Administrator,
Name, Size, Type, Reverse Order, Show Hidden Files and Reload.
Clicking on 'Type' doesn't change anything nor give me any option to modify any appearances of any of the directories.
I'm thinking that this distribution is missing something but I'm not sure what.
I say that because all of the other distro's I'm running show's the picture of the movie or front cover of videos and books in the Video directory. That's with VLC installed.

Sadly installing Amarok didn't help and the "Cover Manager" didn't provide any covers for any of the Videos in my Videos directory.
If it's not codecs than could it be a missing lib?
Maybe manually install gstreammer extras?

No, the cover manager of a music player is only going to take care of the music, not movies or books.

What OS did you have this set up before, where you were seeing the thumbnails for your entire collection? What program or desktop manager/window manager were you using?

Oh, only the music- Got it-
When I installed Korora Fedora based) from the start it showed all of the thumbnails for the entire collection.
The DE mgr that came with Korora is Gnome.
Korora came with VLC and I haven't used any other program other than that.
Here's a screenshot of the Videos directory in Korora to confirm that-
Thanks. You know, I have a hunch this is something covered by Gnome. But how exactly, I don't know. The icons I saw in your image were similar to the ones I had when I was using Ubuntu 10.04.

Just not finding a fix for this.
I've installed multiple libraries and tried to tweak/manipulate the DE and it's made no difference.
I think what's going on is that Linux Deepin has a DE unto it'self. Like I mentioned before a mixture of different DE's combined together.
The good news is now some of my books that didn't have their front covers before; now have them.
I've installed and rm-ed so many things I'm not sure what produced the thumbnails for the books.
I may over time install another DE to see if that will allow more control over the file mgr.
