Please note that this issue only affects a few programs - my system is for the most part fine.
I've had this issue before where I can't access an app below the bottom of the screen. This is after I've hidden the task manager.
Here is a program I would love to use, but I can't access the bottom of the window. I can't resize the app to access the bottom. Is this an app issue or a KDE issue?

If you can click on part of the window, hold the Alt key then click and you should be able to drag the window.
Is there some command line option to start the app in Windowed mode and not full screen?

That doesn't look like a KDE or QT app, so it could be the app. The 768 pixel height of the uploaded image suggests the app expects a screen resolution of more than 1024x768 or 1366x768. Is 1024x768 or 1366x768 your display's optimal or native resolution? What is output using code tags from your paste from Konsole from running the following commands?:
Yeah, it's 1366 x 768. inxi and xrandr show it to be 1366 x 768. I think you're right that the app expects something bigger.
