Problem: SuSE 9.0, J2SDK 1.4.2_4, Jakarta Tomcat 5.0.19

I'm having issues with SuSE *NOT* updating file changes without rebooting the machine or waiting approximately 5 minutes. I am running :
--software--
SuSE 9.0 Pro
software RAID [mirror] using ReiserFS on md0
J2SDK 1.4.2_4
Jakarta Tomcat 5.0.19
On:
--hardware--
VIA M 10000 (Nehemiah Core) mini-itx
512 MB DDR RAM
2 80GB ATA100 7200 RPM Seagate HD
This issue crops up when I edit a JSP file either locally or remotely. It *DOES NOT* help even when I stop and restart the Tomcat service.
This is a standard installation for a JS / JSP app server for my workplace. I've done the same implementation on RH 9 without issues (using EXT3, not ReiserFS)... so I am wondering if this is either a SuSE issue or a ReiserFS issue. Any feedback would be welcome.
