I´m developing a program in Linux and Windows and there is a point that I need to send a Message and a PDF file by e-mail. The program is writem in C, so I would like to know if someone knows any API to resolv this problem.

A quick search on freshmeat.net yields one:

http://freshmeat.net/projects/libsmtp/

This won't work with the WinSock API, which grossly violates the POSIX network standards. I'd recommend using the Cygwin libraries (http://freshmeat.net/projects/cygwin/) to compile it for Windows.
