Here,we use the linux server. Cenos was installed in server.Ipcop firewall (1.4.21)is used for secure.25 clients are shared by the server net connection. I uses url filter to restrict some websites to the clients.When i enter the particular ip in the url filter into ipcop,the blocked sites are disabled. Till the function is right. But,when i add one more ip in the ipcop,all the rules are not enabled. http access denied. https can accessed by the clients for 2hours. So that i tried to connect the network to all the clients in however. I increase the cache memory upto 1GB. then i disable the "transparent on green" in checkbox. Now all the cliets can access all the sites.When i restart the proxy server it displays,NO FIREWALL RULES ARE ACTIVE,MESSAGE FILTERING ARE NOT ACTIVE.
give me the solution for this,how can i apply the firewall rules through the proxy server. and how can i enable the firewall rules in proxy server.

Very first and important thing please identify your problem and give appropriate subject to your post. like "my network card is not working"
another thing provide us with some relevant technical information as possible like which model of router it's vendor?, which operating system (with version)?, what is ip of server? what is ip of client? etc..

only after knowing these things we can solve your problems. we are here to help each other so please help readers to understand your problem simply writing "I did this i did that" will not help us nor you to solve problem.

elaborate every thing like pix has posted...what server you had how you configured and what's the matter.....

That said, you mention both firewall rules and proxy server. Your entire question is almost impossible to read/understand, but if you're using squid (proxy) and ipcop (firewall), your web filter rules apply in Squid, not in ipcop. Write an ACL in squid (using some of the thousands of easily-found examples you can grab from Google), to deny access to any website(s) you wish. Restart squid, and those sites will be blocked.
