Is it a good thing to resize it with MCC ?
or is it the best thing to reinstall all my all my Mandriva ?

and...

How many partition and size do you have ?

/boot
/
/swap (is it about 2 times of ram size?)
/home

You don't need lot of space for boot even 35MB will be enough to hold more than 1 kernel.
2Xram is good for the swap
I don't think breaking rest of the hdd in to different partitions is a good idea...
Some time one of those partition will not be enough, while there are lot of space available on other partitions.

I thinks, too, but I see that for now I use all my ram size an no swap partition. So swap for now, it's still unused.

ok, but for partition :
/home (I can put all my private files)
/ (I install all programs)
and for :
/tmp (is it good to have a partition for only temp files ?

and my first question :

Is it good to resize or is it best to reinstall ?

If you can backup every thing you need, the best way is to reinstall... (For a stable machine)
Resize only if you can't backup your important data..

And check swap when you are playing a 3D based game
