convert CSV (TEXT) files to UTF-16

knows someone how can I convert CSV (TEXT) files to UTF-16 using perl ?

What does a CSV (Comma Seperated Values) file have to do with UTF-16?
I don't know a perl way to do this. But, are you looking for the "iconv" utility?
Do a: man iconv
