Let’s start with the fact that Rocky, Alma, RHEL, and Oracle offer the same product, with identical functionality and minor variations, but under different branding

I guess that is "true". I thought Alma was poised for the "win" until they recently made a change to source from CentOS (IIRC) choosing to remain 100% ABI compatible. Rocky said they will remain "100%" compatible with RHEL.
People will believe the difference is huge when I think it is somewhat minor.
People working at Companies are very afraid to make decisions, they see Rocky saying 100% RHEL, even though security patches may be slower, they chose Rocky so the can point to "100%" to management if something bad happens.
